Hazardous Substance Planning

Extremely Hazardous Substance (EHS) facility emergency plans guide the response of local governments in the care of an EHS emergency. EHS plans are led and reviewed by Local Emergency Planning Committees (LEPCs) under the guidance of the Kentucky Emergency Response Commission (KERC). Facilities that meet or exceed the Threshold Planning Quantity for hazardous substances must complete an EHS plan.

Kentucky Emergency Response Commission

The KERC ensures Kentuckians are prepared and informed when hazardous substances threaten our communities by training local governments and disposal facilities in hazardous substance emergency protocol. They approve all EHS plans for Kentucky.

Local Emergency Planning Committee

LECPs provide joint emergency planning for EHS facilities, training opportunities and public outreach. They are volunteer organizations that represent emergency responders, local industries, government, education, health services, media and community groups.
