State Emergency Operation Center

KYEM operates the State Emergency Operation Center (SEOC) located on the Boone National Guard Center in Frankfort. The SEOC, led by KYEM, is a central operating hub for over a dozen state agency partners through disaster response and recovery. The SEOC activates when disaster strikes in the Commonwealth, monitoring and assisting local efforts while coordinating statewide response for multi-county events.

Around the Clock Readiness

24 hours a day, 7 days a week, 365 days a year, the State 24-hour Warning Point monitors, receives, and delivers emergency information to protect Kentucky’s communities.

Search and Rescue

The Search and Rescue Program supports counties and local rescue squads that perform search, rescue, and recovery operations for lost or missing persons. This program focuses on training and outfitting these local assets to be ready at a moments notice.

Hazardous Materials Planning

Good recovery starts with a strong emergency plan and training. KYEM manages the Hazardous Materials Emergency Preparedness (HMEP) grant and provides training for response to an Extremely Hazardous Substance (EHS) emergency. Every hazardous materials plan starts with reporting your hazardous substances.

Chemical Emergency Planning

Focused on preparedness and safety plans in the unlikely event of a chemical accident, the Chemical Stockpile Emergency Preparedness Program (CSEPP) supports communities near the Blue Grass Army Depot.
