Subrecipient Monitoring

KYEM is a pass-through entity of federal grant funding from the Federal Emergency Management Agency (FEMA). As such, KYEM must monitor subrecipients at all stages of the financial award; making sure all parties are compliant with laws, regulations, policies and procedures. These requirements are stipulated in 2 CFR 200.

Site Visits

Grant management site visits are an integral part of the subrecipient monitoring process. These visits are conducted annually by a KYEM program manager, area manager, or a KYEM subrecipient monitor. During the site visit, KYEM will review documentation, visit project locations, and meet with local program representatives to ensure compliance with all state and federal requirements. 

Risk Assessments

KYEM conducts an annual subrecipient risk assessment to determine if subrecipients of federal awards will be able to manage the funds in accordance with the award stipulations. The assessment determines the appropriate level of monitoring.
