Kentucky Qualification System
What is the Kentucky Qualification System?
Kentucky’s implementation of the National Qualification System is called the Kentucky Qualification System (KQS). KQS involves the training and certification of Incident Management Teams (IMTs) and Emergency Operations Center (EOC) Assistance Teams for deployment inside and outside the state.
Strategic Goal of KQS
The goal of KQS is to establish and maintain credentialed personnel for IMTs and EOC Assistance Teams that can assist within the Commonwealth or outside the state, in response to disasters, incidents and planned events.

The Kentucky Qualification System validates standardized skills and competencies for individuals managing complex incidents and events.

KQS in the News
Making History
On April 22, 2025, KYEM Director Eric Gibson issued certifications and credentials to Dustin Heiser for Type 3 IMT Incident Commander and Re-Jeana Craft for Type 3 IMT Operations Section Chief, making them the first two individuals to be credentialed in KQS.
On July 31, 2025, KYEM conducted its second credentialing ceremony for the Kentucky Qualification System. The ceremony celebrated Chief Matthew Swiderski for successfully completing the prerequisite training and education needed to earn his KQS credentials for Type 3 IMT Planning Section Chief.
Advisory Committee
The Advisory Committee brings together statewide KQS stakeholders to help oversee KQS and guide the program toward success. The Advisory Committee directly advises and assists the Director of Emergency Management with the development of KQS as its primary mission.
On June 29, 2023, the Committee held its inaugural meeting to discuss the implementation process of KQS. Since then, they’ve been working steadily on the development of KQS.
The Advisory Committee is currently developing Historical Recognition packets for specific Emergency Operations Center and Incident Management Team positions, as well as Standard Operating Guidelines for KQS.
Qualification Review Boards
There are two Qualification Review Boards (QRBs) in Kentucky; one board manages Incident Management Team personnel, and the other focuses on Emergency Operations Center Assistance Team members.
On September 14, 2023, the IMT QRB held its first meeting. Since then, the IMT QRB has met on a regular basis, with a focus on qualifying personnel to serve on IMTs in Kentucky.
On January 17, 2024, the EOC QRB met for the first time. The current focus of the QRB is on the certification and credentialing of key positions in the State Emergency Operations Center.
