Kentucky Division of Emergency Management - Planning Branch
The Planning Branch is responsible for the development and maintenance of the following emergency response plans and planning templates:
Kentucky Emergency Operations Plan (KYEOP): This is the all-hazards disaster and emergency response plan as described in KRS 39A.050 (2),(C). The KYEOP is currently undergoing a major update process to allow for greater coordination with the federal National Response Plan. Draft County Emergency Operations Plan Template Review: The Planning Branch in coordination with Local, County and State representatives have developed a Draft County Emergency Operations Plan Template for review and comment. THE CURRENT COMMENT PERIOD IS CLOSED.
SARA Title III Plans: Public Law 99-499 established the Superfund Amendments and Reauthorization Act (SARA) Title III – Emergency Planning and Community Right-to-Know Act of 1986.
PL 99-499 sets forth the specific requirements of the program. KRS 39E implements this federal law and establishes policies and procedures to enable Local Emergency Planning Committees (LEPC’s) to assist their communities in developing standards for planning for the release of hazardous substances in facilities across the state. The Planning Branch conducts a technical review of plans developed under this law and and assists the State Emergency Response Commission in its oversight process of the SARA Title III law. Chemical Stockpile Emergency Response Plan: Currently the Chemical Stockpile Emergency Response actions are integrated into the various Annexes and Appendices of the KYEOP. When updated, this will become a separate Incident Specific Plan under the new National Response Plan Standard.
New Madrid Seismic Zone Catastrophic Earthquake Plan: The Commonwealth of Kentucky, along with other states surrounding the New Madrid Seismic Zone (NMSZ), have been invited by the Federal Emergency Management Agency (FEMA) to participate in a multi-year planning process focused on developing coordinated catastrophic earthquake response plans.
