Disaster Assistance
The Public Assistance Program provides supplemental disaster grant assistance to publicly owned facilities and facilities of certain Private Non-Profit organization. Assistance may include debris removal, emergency protective measures, repairs, replacement or restoration of damaged public property. The Public Assistance Program is a partnership between FEMA, State, and Local Governments. FEMA manages the program, approves grants, and provides technical assistance to the applicants. The States educates potential applicants, work with FEMA to manage the program, and is responsible for implementing and monitoring the grants awarded under the program.
The Individual & Family Grant Program provides assistance for necessary expenses and serious needs only. Assistance for Individuals and Households may include cash grants up to $26,200.00 for Housing Assistance and Other Needs Assistance. Homeowners may use grants for essential repairs to make their residence safe, secure and livable. These grants are for repairs necessary to make primary rooms habitable. Housing Assistance may include lodging expenses, home repairs, home replacement, etc. Other Needs Assistance may include expenses such as medical, dental, funeral, transportation, or other disaster related needs. The IFG program will not cover all of your lost items.
The Hazard Mitigation Programs provide funding the local communities for projects and plans to reduce damages, losses and suffering in future disasters. Hazard mitigation is the ongoing effort to lessen the impact disasters have on people’s lives and property. The Hazard Mitigation section participates in several FEMA sponsored programs including the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance Program (FMA), and Pre-Disaster Mitigation Program (PDM). Such measures could include communities removing homes from flood-prone or landslide-prone areas, elevating houses, tornado safe rooms and community shelters, and other projects that may help reduce the impact from the next inevitable disaster.

DEADLINE IS APPROACHING FOR SBA DISASTER LOAN APPLICATIONS
PADUCAH, KY. – The U.S. Small Business Administration (SBA) is reminding homeowners, renters and businesses that January 31 is the deadline to file physical disaster loan applications for damages from the severe storms and tornadoes that occurred on November 15, 2005. Homeowners, renters and businesses that sustained physical damage in the declared counties of Hopkins and Marshall and in the contiguous counties of Caldwell, Calloway, Christian, Graves, Livingston, Lyon, McCracken, McLean, Muhlenberg, Trigg and Webster in the Commonwealth of Kentucky are eligible to apply.
“Insurance seldom covers all the costs associated with repairing or replacing property damaged by a disaster. We do not want anyone to miss out on the additional help SBA can provide through our low-interest disaster loan program,” said Frank Skaggs, Director of SBA Field Operations Center - East
SBA offers loans up to $200,000 to repair disaster damaged primary residences. Homeowners and renters are eligible for loans up to $40,000 to replace personal property such as furniture and clothing. Loans to businesses of all sizes and non-profit organizations are available up to $1.5 million to repair damage to real estate, machinery, equipment and inventory. Economic Injury Disaster Loans (EIDLs) are also available to small businesses unable to pay bills or meet operating expenses because of the disaster.
Interest rates can be as low as 2.687 percent for homeowners and renters and 4.000 percent for businesses with terms up to 30 years. Loan amounts and terms are set by SBA and are based upon each applicant’s financial condition.
Disaster victims are also reminded that to be considered for federal disaster assistance, including SBA’s disaster loans, they must first call the Federal Emergency Management Agency (FEMA) at 1-800-621-FEMA (3362) and register.
Applications and program information remain available by calling the SBA’s National Customer Service Center at 1-800-659-2955 or 1-800-877-8339 for the hearing impaired. Business loan applications can also be downloaded from the SBA website at www.sba.gov/disaster . Completed applications should be mailed to: U.S. Small Business Administration, National Processing and Disbursement Center, 14925 Kingsport Road, Ft. Worth, TX. 76155.
The deadline for returning applications for physical damage is January 31, 2006; the deadline to return economic injury applications is September 1, 2006.

SBA DISASTER LOAN ASSISTANCE
CENTER TEMPORARILY CLOSES
HENDERSON, KY - The U.S. Small Business Administration (SBA) announced that the temporary Disaster Loan Assistance Center in Henderson County at 1990 Barrett Court, Henderson, KY will close December 23 through December 27, 2005 and January 2, 2006 in observance of the holidays.
The Center will reopen Wednesday, December 28, 2005 at 8:00 AM and will remain open Monday through Friday, 8:00 AM - 5:00 PM, until further notice. The Center will be open one Saturday only (December 31) from 9:00 AM until 1:00 PM.
The Center provides assistance to renters, homeowners, and businesses that sustained damages from the severe storms and flooding in Henderson County and the contiguous counties of Daviess, Mclean, Union and Webster in the Commonwealth of Kentucky and contiguous counties of Posey, Vanderburgh and Warrick in the State of Indiana that occurred November 15 – 29, 2005. “If you had any damage resulting from this incident, we encourage you to apply for help,” said Frank Skaggs, Director of SBA Field Operations Center - East.
Anyone unable to visit the Loan Assistance Center may obtain an application by calling the SBA Disaster Assistance Customer Service Center at 1-800-659-2955 (for the hearing-impaired 1-800-877-8339). Applications may be obtained, completed and returned to the Loan Assistance Center or mailed to: U. S. Small Business Administration, National Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, Texas 76155.
The deadline for physical damage applications is February 14, 2006; the deadline for economic injury applications is September 16, 2006.
